FTC Raises National Do Not Call Registry Fees for 2027

The Federal Trade Commission has announced updated fees for telemarketers and other entities accessing phone numbers on the National Do Not Call Registry. The new rates will take effect on October 1, 2026, at the start of fiscal year 2027.

Under the updated fee structure, the annual cost to access Registry data for a single area code will increase by $3, from $82 to $85. The maximum annual amount charged to a single entity for access to all area codes nationwide will rise to $23,425, compared with $22,626 in fiscal year 2026.

Updated Fee Structure for FY 2027

The FTC updates the fees charged for access to the Registry under the Do-Not-Call Registry Fee Extension Act of 2007.

For fiscal year 2027, the fees will be:

  • $85 per area code for an annual subscription, up from $82.
  • $23,425 maximum for access to all area codes, up from $22,626.
  • $43 per additional area code added during the second six months of an annual subscription, up from $41.

The first five area codes remain available at no charge. Certain exempt organizations, including some charities and political callers, may obtain the entire Registry without paying a fee.

Annual Registry Access Requirements

Telemarketers subject to the National DNC Registry requirements must obtain access to Registry numbers and renew their subscriptions annually. The Registry allows covered businesses to identify telephone numbers belonging to consumers who have registered their numbers to limit unwanted telemarketing calls.

The annual subscription model means organizations need access to the area codes in which they intend to conduct covered telemarketing activity.

Entities that expand into additional area codes during the second half of their annual subscription period can obtain those area codes at the reduced half-year rate, which will increase to $43 for FY 2027.

Why the Fees are Increasing

The fee adjustment is tied to inflation rather than a separate change in the substantive requirements of the Telemarketing Sales Rule.

Under the Do-Not-Call Registry Fee Extension Act of 2007, the FTC adjusts Registry fees based on changes in the Consumer Price Index (CPI). The agency determined that the relevant CPI increased 3.5% since last year’s calculation, exceeding the 1% threshold required for another adjustment.

For comparison, the original fiscal year 2009 fee established under the law was $54 per area code, with a nationwide maximum of $14,850.

Telemarketing Sales Rule Updated

The FTC is implementing the new amounts through an amendment to the fee provisions of the Telemarketing Sales Rule (TSR), 16 CFR Part 310.

According to the Federal Register notice, the changes apply only to the TSR’s fee provision. They do not establish or modify other recordkeeping, reporting, or third-party disclosure requirements under the rule.

The FTC also determined that traditional notice-and-comment procedures were unnecessary because the fee adjustments are required by the statutory formula and are technical in nature.

The Commission voted 2-0 to authorize publication of the notice announcing the updated fees.

Compliance Planning for FY 2027

Organizations that use the National DNC Registry can account for the new rates as they prepare for fiscal year 2027. The updated fees apply beginning October 1, 2026, and affect both annual area-code subscriptions and area codes added during the second half of a subscription period.

For telemarketing operations, the adjustment is primarily an administrative and budgeting change. The Federal Register notice modifies the cost of Registry access rather than introducing new substantive requirements elsewhere in the Telemarketing Sales Rule.
